Don't allow JSXNamespacedName to chain (#10366 )

Eg, `namespace:foo.bar` used to parse but is invalid in the [spec](https://facebook.github.io/jsx/).

Also, allow `JSXNamespacedName` in the `JSXOpeningElement`/`JSXClosingElement` builders.
