docs: Fix simple typo, preprelease -> pre-release (#12102 )

There is a small typo in packages/babel-core/src/transformation/file/file.js, packages/babel-plugin-transform-runtime/src/helpers.js.

Should read `pre-release` rather than `preprelease`.
