fix(vite)!: generate config with esm by default (#29270)
BREAKING CHANGE

When generating projects that use Vite, the Vite configuration will be
set to use the ESM format only. Previously, the configuration was set to
produce both ESM and CJS, but the dual format was not correctly
configured in the libraries' `package.json` files, nor was it producing
the correct declaration files.

fix(core): Update bundlers to not typecheck if using new TS solution setup (#29227)
If we are using the new TS setup we should opt out of doing type
checking during build since we already have a typecheck target and it
may lead to doing type checking twice.

feat(react): update app and lib generators to support new TS solution setup (#28808)
This PR updates app and lib generators in the following packages such
that they will generate files with the TS solution setup if it is
detected.

- `@nx/react`
- `@nx/next`
- `@nx/remix`
- `@nx/expo`
- `@nx/react-native`

React apps and libs will be linked using npm/pnpm/yarn/bun workspaces
feature rather than through tsconfig paths. This means that local
aliases like `@/` will work with Next.js and Remix apps.

Note: This will be behind `--workspaces` flag when using `npx
create-nx-workspace` and choosing React stack. If you use the None/TS
stack then adding plugins like `nx add @nx/react` then generating apps,
it will automatically pick up the new TS solution setup.

React generators are not compatible with TS solution setup (i.e.
workspaces + TS project references).

fix(vite): include vite mts config files (#28691)
Add `vite.config.mts` and `vitest.config.mts` to `vitest.workspace.ts`
and `tsconfig` files.

- Angular generator creates vite.config.mts files.
- Users might also use mts files.

feat(angular): add vitest option to angular (#27311)
- This adds `vitest` option to `unitTestRunner` for Angular generators.
- This **does not** add vitest option to `create-nx-workspace` but I
think we should provide this as an option in the future. Please let me
know if you wantme to add this here or as a future feature.

cleanup(misc): remove unused migrations (#28591)
This PR removes migrations that are unused in our packages.

Other changes:

- Update the `remove-migrations` generator to remove all files inside
the migration directory, rather than just the implementation, spec file,
and `__snapshots__` directory. There were some helpers that were not
removed due to this problem.
- Add a check to the `assertValidMigrationPaths` test util (used in
`migrations.spec.ts` test files) to ensure that all paths inside
`./src/migrations` are included in `migrations.json` file. There were a
few migrations missing in the `@nx/expo` package, and we never run them
nor cleaned them up.


**Note:** This has no effect on users and is purely a clean-up.

fix(core): repair SIGINT signals on windows (#28496)
using `windowsHide: true` is causing an issue on windows: Ctrl + C
handling isn't enabled and no `SIGINT` is sent to the child process when
users exit the process. See https://github.com/nodejs/node/issues/29837
and https://github.com/nodejs/node-v0.x-archive/issues/5054 for
reference. This will cause leftover processes throughout nx.

This PR sets `windowsHide: false` everywhere except for the plugin
workers and some short-lived utils. They `spawn` child processes but
have explicit handling to make sure they kill themselves when the parent
process dies, so the missing Ctrl + C handling doesn't cause issues.

We will follow up to make sure any other culprits that still cause
windows popups (especially when used through Nx Console) are handled.
Leaving no leftover processes running is more important for now, though.

Keep in mind the underlying tooling (like vite) might have some windows
popups themselves that Nx will inherit.

In the Vite Build Executor, we're using `loadConfigFromFile` from Vite
to get the config options.
The issue with this is that vite will not attempt to set `NODE_ENV`

feat(react): make vitest the default test runner since it supports ESM and different moduleResolution better (#28153)
This PR updates the default test runner for React/Web apps to be
`vitest`. It aligned better with our emphasis on modern tooling, and the
lack of ESM and proper TS support (using `module` other than `commonjs`)
in Jest makes it hard to use in some workspaces.

feat(misc): remove @nrwl/ scoped packages (#27858)
This PR removes the `@nrwl/*` packages. Also cleans up references to the
legacy packages.

NOTE: The rescope page is now under `/deprecated/rescope`. There is
still >1000K monthly traffic to it, which might be due to older Nx
users.

## Current Behavior
The DX to migrate to project crystal isn't great right now - people have
to run `convert-to-inferred` generators manually.

## Expected Behavior
We should provide a smoother way to migrate, so we introduced an
`@nx/workspace:infer-targets` generator that can handle multiple
conversions at once, either for the whole workspace or at a project
level.

feat(js): generate package.json with overrides and resolutions (#27601)
This PR ensures that `overrides` and `resolutions` are in the generated
package.json file as well. If they are missing, then using
`--frozen-lockfile` will fail due to mismatched overrides in the
lockfile.

Also adds a `skipOverrides` flag to the affected executors and plugins
-- same as `skipPackageManger` that was added previously.

feat(bundling): add nxCopyAssetsPlugin for Vite to use in JS libs (#27593)
This PR adds a `nxCopyAssetsPlugin` for Vite to brings it to parity with
the other compilers/bundlers (tsc, swc, esbuild, rollup, and webpack).

When generate a lib with Vite (e.g.`nx g @nx/js:lib --bundler=vite` or
`nx g @nx/react:lib --bundler=vite`), we expect it to at least copy
`README.md` as an asset.

Note: Vite has support for copying assets from `public/` but that is
less flexible and more intended for apps, not libs.

fix(vite): load the correct config file from @nx/vite:test executor (#27514)
This PR ensures that we pass Vite config file to the programmatic
`startTest` API from Vitest. It fixes the issue with plugins not loading
as well as other issues with the config file not being used.

This mainly affects a custom `configFile` option being passed to the
executor. The previous fix to additionally load in `plugins` via
overrides is causing plugins to load twice when the Vite config file is
picked up by Vitest (e.g. #27500).

Typechecking of  Vue Projects with Vite is not functioning correctly

## Expected Behavior

Typechecking of Vue projects should type check the .vue files and not
error in TS files importing .vue files

fix(vite): Only attempt to amend test object if one exists (#26822)
Test object is assigned using optional chaining but previously did not
check that any value had actually been assigned which would cause the
`getStart` call to fail resulting in a failed migration.

## Current Behavior
Migration fails if no matching test object is found.

## Expected Behavior
Migration should not fail.

## Related Issue(s)
I haven't opened an issue, just the PR. I can open an issue if required
for tracking.

feat(core): support compile to wasi target (#22870)
This pull request is trying to add wasm32-wasi target support for the
nx/native

To test the build, you can run the following commands:

- `rustup target add wasm32-wasip1-threads`
- `pnpm exec napi build --release --platform --package-json-path
packages/nx/package.json --manifest-path packages/nx/Cargo.toml --js
./native-bindings.js -o packages/nx/src/native --target
wasm32-wasip1-threads`

And the wasm file will be built at
packages/nx/src/native/nx.wasm32-wasi.wasm

- Support @napi-rs/cli 3.0  Cammisuli/monodon#48
- https://github.com/napi-rs/napi-rs/issues/2009

The pseudo_terminal mod is excluded on the wasm32 targets, which is as
expected.

The watch mod is excluded because of the upstream `watchexec` deps
introduced by ignore-files don't support the wasi target at this moment
(but we can improve it).
