This PR adds support for skipping `typecheck` targets when using
`@nx/js/typescript`. Inside `tsconfig.json` for each project, you can
set `nx.addTypecheckTarget` to `false` to not infer `typecheck`.
This allows use to skip `typecheck` for JS projects using `tsc` to
build. Since `tsc` is already used during build, we don't need to run
`typecheck` that is just duplicated work.

JS libs using `tsc` to build will do typechecking twice. Once during
`build` and once during `typecheck`.
## Expected Behavior
JS libs using `tsc` do not infer `typecheck` by default. And users can
change this behavior by setting `nx.addTypecheckTarget` in
`tsconfig.json`.

This PR fixes and issue where generating Nest app in the new TS setup
results in a build error due to missing `experimentalDecorators` option
in tsconfig. Decorators are required for Nest to work, but we do not set

For the new TS setup, we currently use nested glob patterns: `apps/**`,
`libs/**`, and `packages/**`.
Nested paths can result into too many projects being matched. For
example, if `libs/mylib/src/__fixtures__/package.json` is there for
testing, it will be matched as a project and likely result in an error.
Other tools like turborepo also caution against this:

If users want to, they could change to nested `**` paths, but we should
not use it by default.
Note: For CNW, we only use `apps/*` by default since that is where the
project lives. When users do `nx g lib packages/foo` then `packages/*`
will be added automatically.

This PR removes logic where we handle both `@nx/` and `@nrwl/` scope.
The latter scope has stopped being published in v20, and are no longer
relevant.

This pull request is trying to add wasm32-wasi target support for the
nx/native
To test the build, you can run the following commands:
- `rustup target add wasm32-wasip1-threads`
- `pnpm exec napi build --release --platform --package-json-path
packages/nx/package.json --manifest-path packages/nx/Cargo.toml --js
./native-bindings.js -o packages/nx/src/native --target
wasm32-wasip1-threads`
And the wasm file will be built at
packages/nx/src/native/nx.wasm32-wasi.wasm

The pseudo_terminal mod is excluded on the wasm32 targets, which is as
expected.
The watch mod is excluded because of the upstream `watchexec` deps
introduced by ignore-files don't support the wasi target at this moment
(but we can improve it).
