feat(storybook): migrate to latest storybook 8 version (#30584) ...

## Current Behavior
There is an issue in the most recent versions of Storybook 8.4 where
expected symbols are not exported correctly.

## Expected Behavior
Migrate to latest Storybook 8.6 to ensure these symbols are correctly
exported to ensure Storybook runs smoothly
