docs(nx-cloud): add new documentation for PATs and emphasise Access Tokens are for CI (#27227 )

- adds a new Personal Access Tokens page
- updates the existing Access Tokens page to emphasise they're more for
CI
- adds `nx-cloud login` reference
- adds `nx-cloud configure` reference
